Biography

John Quinn is currently the Assistant Dean for Public Interest Law and External Relations at the University of Massachusetts-Dartmouth Law School. Quinn previously practiced law in Bristol County and served as the State Representative for the 9th Bristol District for eighteen years from 1993 to 2010. During his time in office, he served for four years as the Chairman of the Joint Committee on Banks and Banking, where he helped pass the 2004 Massachusetts predatory lending bill. He also served as the Vice-Chairman of the National Conference of State Legislatures’ Financial Services Committee(NCSL). In that capacity, he met with state legislators from all around the country in order to share ideas around predatory lending reform. After his time in office, he received his PhD in Philosophy from the University of Massachusetts Boston, where he wrote his dissertation on the factors impacting the motivations of legislators in taking actions on foreclosure laws between 2007 and 2012 in Massachusetts. He also holds degrees from Suffolk University and the University of Massachusetts-Dartmouth.
